Job Summary

The Division of Pediatric Critical Care in the Department of Pediatrics, University of Utah School of Medicine has an immediate opening for a Business Analyst. Provides leadership and oversight of state support for the National Emergency Medical Services (EMS) Information System (NEMSIS) Technical Assistance Center (TAC) activities and operations. Interprets results using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining. Designs, develops, implements and maintains business solutions. Works directly with clients and project and business leaders to identify analytical requirements. This position will report to theNEMSISProgram Director.

Responsibilities

NEMSISTACLeadership:

1.Coordinate with the Principal Investigator and Director while working with State and TerritoryEMSOffices towards the development of state, regional, and localEMSdata system implementations to populate the nationalEMSdatabase.

2.Provide recommendations regarding the National Highway Traffic Safety Administration (NHTSA) Office ofEMSCooperative Agreement with the University of Utah, School of Medicine to meet the needs of theEMScommunity.

3.Coordinate the development and implementation of theNHTSA/NEMSISVersion 3 data standard with involvement from multiple State and localEMSstakeholders.

4.Work withEMSstakeholders to determine the best codes and descriptors for the pre-hospital environment using healthcare standards used in theNHTSA/NEMSISVersion 3 standard (e.g.,ICD-10, RxNorm, andSNOMEDCT forEMSprocedures performed).

5.Identify and coordinate the development, maintenance, and community outreach in the use of theNEMSISPublic and State Reporting Tools and their ongoing development and improvement through education and feedback.

State and Vendor Technical Assistance:

1.Act as resource person and coordinator for States and Territories attempting to define or restructure an electronicEMSdata collection system based on theNHTSA/NEMSISStandards (Version 2 and the transition to Version 3).

2.Provide technical assistance to States and Territories,EMSsoftware development companies, localEMSagencies by phone, email, webinars, site visits, conferences, etc. to help withEMSdata system development, StateEMSdata submission to populate theNEMSISnational database, and nationalEMSdataset compliance.

3.Help states and territories investigate and resolve data issues by analyzing, cleaning, tracking, and reporting data.

4.Speak at state conference (or state meetings), via webinar or in person, providing education and overview regarding theNHTSA/NEMSISVersion 3. Conferences include:NASEMSOConferences, State Work Group or Special Interest Groups, and StateEMSConferences

National Activities:

1.Participate in monthlyNASEMSOconference calls, and other meetings as needed.

Research Activities:

1.Provide clinical expertise and quality assurance review of research conducted by outside investigators, State officials andNEMSISinvestigators.

2.Assist State and TerritoryEMSpersonnel in analysis of State or Territory level data withinNEMSISusingNEMSISReporting Tools and databases.

3.Assist in the annual research dataset internal analysis prior to publication.

Minimum Qualifications

Requires a bachelor’s degree in related area (2 years related work experience may be substituted for 1 year of education). Two to four years of experience in the field or in a related area. Familiar with standard concepts, practices, and procedures within a particular field.
