Job Summary

The Risk Manager for International Engagement and Compliance ( RMIEC ) is a recently created position that reports to the Associate Vice President for Research Integrity and Compliance ( AVPRI &C). The RMIEC assists the AVPRI &C in developing and maintaining risk mitigation and compliance procedures across a broad spectrum of international activities and University constituencies and will work with several department to coordinate these efforts such as conflict of interest, quality compliance, office of sponsored projects, international student office and the office of general counsel. These procedures are anchored in the University’s commitment to research security and federal export control compliance requirements as one of the country’s leading research and academic institutions.

This position is considered Category I: Mandatory and required on campus or health care facilities to support on-site operations. Employees hired into this category will be required to be physically located at (insert work site) if they are healthy and without COVID -19 symptoms.

Responsibilities

•Managing specialized projects and initiatives across research, academic and business constituencies responsive to the federal dialogue with Higher Education concerning Foreign Influence and coordinating Utah’s multidisciplinary approach to research integrity and compliance

•Assisting the AVPRI &C with developing, maintaining and updating Utah’s strategic approach to overall research and intellectual property (IP) security, including coordinating faculty outreach

•Supporting additional compliance functions such as:

oConflicts-of-interest/commitment reporting related to foreign influence

oTracking and communicating federal research compliance and reporting requirements

oSupporting Department of Education Section 117 foreign source reporting

•Developing sustainable and auditable recordkeeping, monitoring, and training programs

•Further developing the University’s foreign influence and compliance website and other internal information and educational resources

•Developing outreach and educational programing for presentation to the campus communities about foreign influence and federal export control compliance standards

Within these responsibilities, the RMIEC will be called upon to facilitate and elevate enterprise awareness of foreign influence concerns, export compliance obligations, and strategic due diligence with respect to the University’s domestic and international programs.

•Managing export control compliance across all required fields including (but not limited to) sponsored research/contract negotiation, procurement, shipping, export licensing, international travel, restricted party screening, international programs (Learning Abroad and faculty/student exchanges), deemed exports, IP commercialization, biosafety, information technology, recharge services, health science research, main campus research and business transactions

•University-mandated health and safety protocols for international programs

•Tracking the impact of “emerging technologies” controls on Utah’s research programs

•Establishing and implementing Technology Control Plans (TCPs) as needed

•Advising foreign national visa processing and review teams on export control implications

•Identifying and evaluating restricted party screening and validating results obtained by other users

•Developing and delivering educational and training materials on export control requirements, training aids, website, and web-based training materials

Minimum Qualifications

Bachelor’s degree in Business or Public Administration, a related area, or equivalency required; plus 6-8 years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communication skills also required. Master’s degree in Business Administration or related area preferred.

•Demonstrated ability to work comfortably with Information Technology solutions as they relate to data security and other compliance functions

•Understanding of U.S. Customs import regulations and HHS / USDA / CDC biologics management

•Understanding of patent application and PTO review process
