Job Summary

The Associate Director of the Program and Project Management Office ( PPMO ) directs the operations and strategic planning of UIT program and project management activities and services. The PPMO Associate Director ensures that UIT’s major programs are managed, including prioritization and project portfolio management and that the benefits of individual projects are realized and measured. The Associate Director of the PPMO creates and supports project management methodology and best practice standards, making sure that all projects are planned, approved and implemented to meet stated strategic, business or organizational objectives. The associate director oversees the PPMO services to UIT and business unit program and project managers, including tools, templates, workflow and reporting.

This is a Category IIA position: Not required on campus and able to telework during the duration of the University’s COVID -19 response. Employees and/or functions where employees are able to work remotely in order to maintain campus systems, campus operations, clinical operations, and patient care. However, some on campus work may be required with this role from time to time during the University’s COVID -19 response.

Responsibilities

•Lead, plan, direct and coordinate programs and projects. Manage UIT’s project portfolio.

•Work with executives in UIT and the business units to see that projects are properly planned and resourced, identifying risks and risk response strategies.

•Ensure that project goals are accomplished and in-line with business objectives.

•Realize, measure and report the costs and benefits of programs and projects.

•Develop and continuously improve UIT -wide project management methodology.

•Manage the team of program and project managers.

•Oversee and support project managers in all phases of project management, from inception to close out.

•Develop and train project managers.

•Coordinate a community of practice with other University technology program management offices and project management professionals.

•Prepare and administer PMO departmental budget ensuring consistency with the strategic goals, objectives and resource allocation requirements.

Minimum Qualifications

Bachelor’s degree in related computer science area, or equivalency required; plus six years of progressively more responsible management experience; and demonstrated leadership, human relations and effective communication skills also required.

Department Specific Qualifications

•Bachelors degree (or equivalent experience) in Computer Science, Business Administration, Engineering or related discipline.

•Evidence of continuing education and professional development

•Ability to influence and achieve results from individuals and groups who do not have direct reporting lines to the PMO

•Strong communication skills (written, oral and listening) with the ability to present effectively to large and small audiences

•Strong leadership and project management skills

•Demonstrated analytical skills in defining, measuring and achieving program/project KPI’s and benefits

•Demonstrated use of expert judgment and experience in problem-solving project issues/roadblocks

•Excellent team player with the demonstrated ability to work collaboratively across an organization

•Experienced with waterfall and agile project methods and ability to determine best-suited method for a particular project

•Familiarity with current project/portfolio management tools in the marketplace

•Experienced people manager including hiring, evaluating performance and career planning and development

•Familiarity with SDLC models, process/workflow analysis and improvement methods, Quality Assurance principals and practices, and UI design principals.

•Ability to work with stakeholders in all levels of the organization from project team members to CIO , CFO ,Senior Vice Presidents to achieve project objectives

Preferences

•Ten years of progressively more responsible experience as a program and/or project manager on large, complex, cross-functional IT projects

•Project Management Professional ( PMP ) certification

• ITIL certification

•Experience with Higher Education preferred
